Water Efficiency Plan

The Water Efficiency Plan was developed to reduce the annual waste of water.

In May 2024, the Frisco City Council unanimously approved the Water Efficiency Plan with 'Best Management Practices' (BMPs) for the long-term protection of our water supply.

These BMPs focus on key measures for water conservation:

  • Watering is permitted once per week on your regular residential trash/recycling day.
  • No watering between 10 a.m. to 6 p.m. from April 1 to October 31.
  • The Option to water using a hand-held hose, soaker hoses, drip irrigation, or bubbler systems when needed, any day.

Year-Round Outdoor Watering Schedules 

  • Spring (April 1 – May 31) – Spray/rotor irrigation with sprinklers or irrigation systems at each service address is limited to no more than one day per week which is the same day as the regular trash day. Additionally, spray/rotor irrigation is prohibited between the hours of 10 a.m. to 6 p.m.  City of Frisco water users are encouraged to only use spray irrigations systems as needed.
  • Summer (June 1 – August 31) – Spray/rotor irrigation with sprinklers is permitted no more than twice per week to which the second day is determined by the water user’s regular trash pick-up day. Twice a week watering is defined as delivering half the weekly total watering recommendation over two days. The table below indicates which days City of Frisco water users are permitted to use spray irrigation during the summer watering schedule:

  • Fall (September 1 – October 31) - Spray/rotor irrigation with sprinklers or irrigation systems at each service address is limited to no more than one day per week which is the same day as the regular trash day. Additionally, spray irrigation is prohibited between the hours of 10 a.m. to 6 p.m.  City of Frisco water users are encouraged to only use spray irrigations systems as needed.
  • Winter (November 1 to March 31)No watering of turf grass areas by spray or rotor devices during winter months. Warm season turfgrasses are dormant during the winter and no supplemental water from irrigation is needed. If indicated by weather station data, drip irrigation, bubblers and micro irrigation are permitted for up to 2 hours daily. This also includes irrigation provided by hand-held hose with shutoff nozzle, use of dedicated irrigation drip zones, and/or soaker hose. Water runoff should not occur.  

No watering exemptions will be given for turfgrass areas for existing homes during June, July, and August due to the extra watering day. Landscape areas irrigated by drip do not need to apply for an exemption since they are allowed to water any day for up to two hours.

Non-residential customer watering days are based on location within the residential trash/recycling day zones.

Year-Round Enforcement

Residents are encouraged to report water waste. The best way to submit water waste reports is through the myFRISCO app. The app geocodes the location, allows users to submit photos, and sends the report directly to the water patrol team.

 The following outdoor watering requirements are enforced year-round:

  1. Sprinkler runoff from a property.
  2.  Operating an irrigation system or other lawn watering device during any form of precipitation or when temperatures are below 40 degrees Fahrenheit. 
  3.  Irrigation to pond in a street, parking lot, alley or sidewalk.
  4.  Failure to repair a controllable leak, including but not limited to a broken sprinkler head, a leaking valve, leaking or broken pipes, a leaking faucet, or pool fill in need of repair.
  5.  Operating a permanently installed irrigation system with a broken head or a head that is out of adjustment where the arc of the spray head is over a street, parking lot, sidewalk, or other impervious surface. 
  6.  Washing of driveways, sidewalks, parking lots or other impervious surface areas with an open hose or spray nozzle attached to an open hose, except when required to eliminate conditions that threaten public health, safety, or welfare.
  7.  Installation of splash pads that use a flow-through system instead of a cycle tank

Violations will be documented by city staff using time-stamped electronic photographs and filed for review.

Fees

Water waste can be reported by city employees or the general public via the myFRISCO app, telephone, email. Notification of violations or courtesy notices will be done by either email or letter. Violations will be documented by electronic photographs and filed for review. 

  • First time violations will include a $100 for residential and $200 for commercial, administrative fee included on the next available water bill. The fee may be waived for residential customers or credited after the completion of a free sprinkler checkup, or an online class designated by the City of Frisco.
  • A second violation will be $200 for residential and $300 for commercial administrative fee.
  • Third violations will be $300 for residential and $500 for commercial.

Further violations will result in the issuance of citations not to exceed $2,000.00. Each continuing day’s violation will constitute a separate offense. Should the same offense occur within a twelve (12) month period, a citation may be issued without prior notice. Services rendered to halt noted violation(s) shall be reimbursed to the City at the owner’s expense. In addition, commercial and non-residential meters solely for irrigation use, may be removed or locked out. Until a meeting has taken place with the Water Resources Superintendent.
