WaterWise Year-Round: Enforcement

The Frisco City Council approved an ordinance updating our Water Efficiency Plan with Best Management Practices for the long-term protection of our water supply, effective April 2019. This ordinance has been approved as part of our adopted Water Management Plan, to help better manage local water resources. This plan includes a specific outline for enforcement procedures for water waste violations as detailed below.

Violations can be reported by the public via the myFRISCO app. Violations are also reported when observed by Public Works employees. These instances are documented by electronic photographs and filed for review.

The following outdoor watering requirements are enforced year-round:

  • No water runoff flowing away from property.
  • No watering of impervious surfaces such as streets, parking lots, alleys, driveways, etc.
  • No watering during precipitation or at temperatures below 40 F.
  • The use of leaking or damaged irrigation systems is prohibited.

Seasonal Enforcement 

Daylight Saving Time (DST - spring and summer)

 Frisco's annual spring and summer watering schedule is in effect through the duration of Daylight Saving Time. If necessarywatering is permitted on your residential trash day outside the hours of 10 a.m. and 6 p.m. These watering times have been adopted to reduce water waste during the heat of the day to evaporation and high winds.

  • First-time violations will receive an email with a $50.00 administrative fee included on the next available water bill. This violation can be waived with the completion of a free sprinkler system checkup.
  • A $100.00 fee will be applied for the second violation, and a $200.00 fee for the second violation. Further violations will include the issuance of a citation.

Central Standard Time (fall and winter)

Frisco permits once per week watering on your residential trash day. Time of day restrictions are relaxed during Central Standard Time.

  • Watering is prohibited during precipitation or temperatures colder than 40 F in order to prevent freezing conditions on sidewalks and streets.
  • Frisco prohibits over-seeding and watering cool season grasses.

Most lawns and landscapes go dormant during this time of year; therefore, watering with an automatic spray sprinkler is generally not necessary during the fall and winter months.

  • First-time violations will receive an email with a $50.00 administrative fee included on the next available water bill. This violation can be waived with the completion of a free sprinkler system checkup.
  • A $100.00 fee will be applied for the second violation, and a $200.00 fee for the second violation. Further violations will include the issuance of a citation.

The City of Frisco maintains the right, at any violation level, to disconnect irrigation systems and/or total water services to a customer for public safety issues (including icing) with reconnection fees and possible monetary penalties. Any City of Frisco employee, as designated by the Director of Public Works, may implement any provision of the enforcement process of the Water Management Plan.
