Ceremonial Requests
The City of Frisco Mayor and City Council welcome the opportunity to recognize the extraordinary achievements and acts of service of our residents, organizations, businesses, and employees. In March 2024, the Frisco City Council's Governance Committee approved new Mayoral Proclamation Guidelines. Read more about new guidelines in this PDF

Mayoral Proclamation Eligibility

  1. Recognition of a significant individual achievement as defined by: 
    1. Retirement with at least 30 years of service 
    2. Anniversary of at least 50 years 
    3. Extraordinary act of service to the community
  2. Charitable fundraising campaigns, arts, athletic and cultural celebrations.
  3. Special public events taking place in the City of Frisco with a defined event date. 
  4. Other extraordinary events, activities, individuals or achievements as determined by the Mayor. 

Proclamations may not be issued for: 

  • Advertisement or commercial purposes 
  • Events, organizations, individuals or achievements with no direct relationship to the City of Frisco 

*City of Frisco employee years of service recognitions are exempt from proclamation limits.

Limitations: 

  • No more than one per lifetime, event or recognition. (Subsequent requests eligible for certificate, letter, only.) 
  • No more than two per City Council meeting, scheduled first come, first served basis. 
  • Mayor determines proclamation location, City Council meeting or other location. 

Deadlines:

  • Requests must be submitted at least 60 days before and no earlier than 6 months from requested date of issuance. Ceremonial Request Form 
  • Requests may not be repeated within a calendar year. 
  • Redundant requests will be declined. (Original proclamation may be provided.)
  • Proposed text may be edited without notice.  Mayor has 'final authority' of issuance, timing.   

Requests that do not meet Proclamation criteria may be eligible for Certificate or Letter of Recognition, provided by mail or pickup at City Hall.  Certificates and Letters of Recommendation are not eligible for City Council presentations. 

Proclamations, Certificates and Letters of Recognition are not indicative of Mayor or City Council support of any individual, issue, project or event.  The Mayor reserves the right to deny any Proclamation, Certificate or Letter of Recognition.  

*Proclamations referenced in the City of Frisco Code of Ordinances or other law are not subject to these guidelines. 

Appearance Requests for the Mayor and Council
To request an appearance or speaking engagement by the Mayor or a Council Member, please complete the Mayor/Council Member Appearance Request Form.

The Administrative Assistant to the Mayor and Council will contact you. Appearances are subject to the availability of the Mayor and Council Members. 4-6 weeks advance notice is suggested. 

If the request is from a member of the media, please contact the Director of Communications & Media Relations to schedule.
