Civil Engineering Responsibilities

Civil Engineering manages the planning, design, and construction of public infrastructure for the City of Frisco, including roadways, water lines, sanitary sewers, storm water and drainage improvements. These projects are called Capital Projects when funded and contracted by the city.

The division (along with the Traffic / Transportation) reviews the civil engineering plans of private developments for conformance to the city's Engineering Design Standards (PDF) and inspects the construction to ensure compliance with the Construction Specifications.

Capital Projects

Right of way and easements must be acquired in order to construct Capital Projects. The Civil Engineering division oversees the effort to acquire the needed property rights to build infrastructure.

Intersection Improvements

Click here to learn about improvements to some of Frisco's busiest intersections.  Work is anticipated to continue through the second quarter of 2025. 

This division also provides the city's infrastructure master plans, prioritizing expansion or improvement projects for the water distribution system and the wastewater collection system.

Engineering Design Standards

Civil Engineering maintains the Engineering Design Standards and assures that construction projects dedicated to the city are built in conformance with those standards by inspecting both public and private projects. Construction permits are necessary for any work in the city. A request can be made for record drawings of previous improvements through the Engineering Services department.
