Housing Tax Credit

The Texas Department of Housing and Community Affairs (TDHCA) administers the tax credit program for the state of Texas. TDHCA requires that a City Council issue a Resolution of Support (9%) or Resolution of No Objection (4%) in order for the applications to be eligible for tax credits or bond financing through the state. The City of Frisco evaluates applications based on the criteria listed in the Housing Tax Credit Policy. 

To apply for Resolutions from the City of Frisco, Developers seeking 4% and 9% HTCs from TDHCA must submit an application as detailed below and within the application. 

For Competitive 9% HTC Applications

Applications for the 2024 Competitive nine percent (9%) housing tax credits will be accepted in early December 2023 until January 9, 2024, at 5:00 pm. Staff will review applications for meeting requirements and meet with applicants. Then, applications will be brought to City Council for consideration in February 2024. The 2024 application period is now closed.

For Non-Competitive 4% HTC Applications

Applications for four percent (4%) housing tax credits are accepted year-round.
