The City of Frisco's Housing Rehabilitation Program is funded by the City of Frisco's Community Development Block Grant (CDBG). These funds are awarded to the City of Frisco by the U.S. Department of Housing and Urban Development (HUD). Our goal is to preserve existing low and moderate-income housing, to assist very low, low, and moderate-income owners/occupants in bringing their dwellings up to an acceptable standard, and to enhance and revitalize neighborhoods within the city. The home must be a single-family dwelling and owner-occupied by a family that meets U.S. Department of Housing and Urban Development income guidelines.

Section 3 of the Housing and Urban Development (HUD) Act of 1968 requires that projects funded by HUD provide to the greatest extent possible, job training, employment, and contracting opportunities to low- and very-low-income residents and businesses.
Section 3 Applicability
Section 3 applies to certain HUD-funded Housing and Community Development projects that exceed $200,000 or more to complete housing rehabilitation, housing construction, and other public construction. Applicability is determined at project level.
A Section 3 Worker is any individual who currently fits, or when hired within the past five (5) years fits at least one of the following categories:
The worker’s income for the previous or current calendar year is below HUD income limits (make link); or
The worker is employed by a Section 3 Business Concern; or
The worker is a YouthBuild Participant.
A Targeted Section 3 Worker is an individual who currently is or when hired within the past five (5) years fits at least one of the following categories:
The worker is living within the service area or the neighborhood of the project, as defined in 24 CFR Pat 75.5; or
The worker is a YouthBuild Participant
A Section 3 business concern is one where a section 3 resident owns 51% or more of the share, or at least 30% of the full-time employees are section 3 residents or were within three years of the date of first hire, or 25% of their contracts are with eligible section 3 businesses.
Prior to the beginning of the work, contractors and subcontractors will be required to certify that they will follow the required prioritization of effort for Section 3 workers, Targeted Section 3 workers, and Section 3 business concerns. After completion of the project, contractors and subcontractors will be required to certify that they followed the prioritization of effort requirements.
