The Community Development and Housing program oversees Community Development Block Grants (CDBG), Social Service Grants, Fair Housing, the Down Payment Assistance Program (serving City of Frisco and Frisco ISD employees) and the Housing Rehabilitation Program.
Every five years, the City, as an entitlement community, is required to prepare a Five-Year Plan called a Consolidated Plan (PDF). The plan that follows is the City of Frisco's Consolidated Plan for the period of October 1, 2020, through September 30, 2025 (FY 2021-25 Consolidated Plan). This Plan includes a proposed budget and overall programs the City proposes to offer for the next five years. The proposed budget is an estimate of funding, and each year, the City will receive notification from HUD to provide the actual funding awarded for the upcoming program year. Community Development Block Grant funds are required to benefit primarily low- and moderate-income households, individuals, or areas within the city limits.
All federal funds must be used to meet one or more of the following HUD objectives:
Create suitable living environments,
Provide decent housings, and
Expand economic opportunities for citizens of Frisco.
Finally, the programs must align with the City of Frisco's Comprehensive Plan's overall vision and policies. The current Comprehensive Plan was written in 2015. City staff has communicated with public service providers, stakeholders, and staff to create this plan.
This Consolidated Plan outlines housing, community, and economic development needs, priorities, strategies, and projects undertaken by the City of Frisco from October 1, 2020, through September 30, 2024. To receive its CDBG entitlement funding, the City must submit this Consolidated Plan and an Annual Action Plan each program year.
The Consolidated Plan serves the following functions: 1) A planning document for the City, which builds upon a citizen participation process; 2) An application for federal funds under HUD's formula grant programs; 3) A strategy to be followed in carrying out HUD programs; and, 4) An action plan that provides a basis for assessing performance.

The City of Frisco will hold a public meeting to receive community comments concerning the use of Community Development Block Grant (CDBG) funds totaling $786,296 from the U.S. Department of Housing and Urban Development (HUD) for the PY 2024 Annual Action Plan for the period beginning October 1, 2024, and ending September 30, 2025.
