Frisco names Director of Engineering Services and Chief Financial Officer

(March 25, 2024) Frisco’s City Manager promotes two interim directors to lead the city’s engineering and finance teams into the future.  Wes Pierson, City Manager, has named Jason Brodigan, P.E., Director of Engineering Services and Derrick Cotten, CPA, Chief Financial Officer.  

“Both Jason (Brodigan) and Derrick (Cotten) are exceptionally qualified and perform at high levels,” said Wes Pierson, City Manager. “They’re important to the success of Team Frisco, continuing our prioritization of efficiency and innovation in everything we do.” 

Jason Brodigan, P.E., is promoted to Director of Engineering Services, effectively immediately.   

“I’m excited and blessed to have the opportunity to lead a talented group of people,” said Jason Brodigan, P.E., Director of Engineering Services, who will lead 49 people. In his new role as Director, Brodigan directs three divisions: Capitol Projects, Development and Traffic. 

“We’re going to need to be innovative to keep people moving without building more lanes,” said Brodigan. “Utilizing latest in signal technology, as well as roundabouts, are two innovative approaches in our toolbox,” added Brodigan.  

Brodigan joined the City of Frisco in 2007 as a Sr. Civil Engineer. He was promoted to Capital Projects Manager, which involved managing road infrastructure projects related to The Star and the PGA developments. In 2012, Brodigan was elevated to Assistant Director, which involves overseeing infrastructure redevelopment in historic downtown. He was named Interim Director in November of last year.   

Prior to joining the City of Frisco, Brodigan worked nearly 14 years for the Texas Department of Transportation.  He holds a Bachelor of Science, Civil Engineering from the University of Texas – Austin.  

Also, effective immediately, Derrick Cotten, CPA, is promoted to Chief Financial Officer (CFO). 

“I am honored and humbled to be selected to serve the City of Frisco as the next CFO,” said Derrick Cotten, CPA, Chief Financial Officer.   “Frisco has always been a leader in government finance and a good steward of taxpayer funds.  We will continue to focus on fiscal responsibility ensuring the long-term financial health of the city.”  

Cotten joined the City of Frisco in 2018 as Accounting Manager.  He promoted to Controller and was later named Director of Finance.  As Finance Director, he helped established the COVID small business grant program and assisted with implementing the funding structure for the PGA and Fields developments resulting from public private partnerships.    

“Frisco’s finances are unique and complex,” added Cotten. “It’s a team effort to manage and I’m grateful for the opportunity to be part of that team.”  In his new role, Cotten will lead a team of 62.  

Before joining the City of Frisco, Cotten held positions in the cities of Lodi and Stockton, California. Prior to his city service, Cotten served six years in the United States Air Force. Cotten holds a Masters and Bachelor of Science in Accountancy from California State University – Sacramento and University of West Florida, respectively.
