Frisco Animal Services uses Collin County Animal Services. CCAS is located at 4750 Community Avenue, McKinney, TX 75071. You may contact CCAS at (972) 547-7292 for adoptions or to see if your pet was transported to the facility. Shelter hours are 9am-6pm, Tuesday-Friday and 12pm-5pm, Saturday and Sunday. CCAS is closed Monday and holidays.

4. What are the requirements for pet registration in Frisco?

5. Why would I need to register my pet with Frisco Animal Services?

There are several different manufacturers of microchips and each has its own registry. Although Frisco Animal Services can usually access those registries, it isn't always a 100% guarantee. When a pet owner registers with Frisco Animal Services their pet's owner information is available, regardless of which microchip manufacturer is being used.

6. How do I report an animal-related concern?

Building Inspections

1. Do I need a permit for a shed or other accessory building?

Yes, all accessory structures require a Building Permit prior to placement or construction. Accessory structures, such as patio covers, storage buildings, gazebos, arbors, or detached garages, may be built as long as they meet all setback criteria for that lot and zoning requirements. Building materials depend on the size of the accessory building. Please contact Building Inspections  to determine setbacks and building materials specific to your situation.

2. What do I need to install or repair a residential fence?

Fence Permits are required for all fences built, except when repairing or replacing a portion of the fence -- limited to two (2) sections or sixteen (16) feet. Fences may be built up to eight (8) feet in height from the grade on the rear and side yards of the main structure. Fences built in front of the main structure may be built four (4') feet in height. All vision clips, access and maintenance (VAM) requirements must be observed. In no case can a fence or portion of any fence extend past any property line.

3. How do I register as a contractor to work in Frisco?

Please visit www.friscotexas.gov/contractors for registration requirements.  Contractors must ensure their Contractor Registration is valid to work in Frisco and obtain a permit. eTRAKiT provides online access to pay outstanding fees, search by permit number, check inspection result, and request an inspection.  All contractors who work in Frisco are required to be registered before permit issuance. Civil Service & Collective Bargaining

1. Lateral Program

The lateral program is a recruitment-based program recognizing experience for new firefighters who get hired by Frisco.  Prior to lateral program implementation, all firefighters started at Step '0' on the pay plan.   Through the lateral program, firefighters are eligible to be hired up to Step '5', depending on experience.  For example, if a firefighter has 5 years of experience, he or she would be hired in at Step '5'.

2. Additional Steps

In 2020, existing Frisco firefighters who had not yet reach step 5, but had applicable fire or paramedic experience, were credited for their previous service and their pay was increased be commensurate with their experience. This ensured no new firefighters, hired under the Lateral Program, were paid more than existing Frisco firefighters with comparable experience. 

3. Eligibility for beginning position

(Copied from Local Government Code 143.023.*) a) A person may not take an entrance examination for a beginning position in the fire department unless the person is at least 18 years of age. A person may not take an entrance examination for a beginning position in the fire department unless the person is at least 18 years of age but not 36 years of age or older.  b)  A person may not be certified as eligible for a beginning position in a fire department if the person is 36 years of age or older.  * The only exception to the above is the Fire Chief, who may be hired from the outside at any age.   

            

4. Eligibility lists

Lists are established as a result of a test (recruit or promotional). Eligibility lists in Civil Service are based on written test score, only.  List order is determined by the highest grade first and then goes in descending order.  No interviews conducted by the Assessment Center team, or the Fire Chief are considered. The City cannot prioritize a Firefighter/Paramedic (higher quality of care) over a Firefighter/EMT unless a Paramedic candidate and EMT candidate have the same written score. The other option would require us to do a Firefighter/Paramedic ONLY test, significantly reducing the number of candidates. 

5. Position lower

In the past, promotions required a firefighter serve in the 'position lower' for two years; no other qualifications were required.  For example, when a firefighters wanted to promote to Captain, he or she served as a Lieutenant for two years to become eligible to promote to Captain. Currently, our members take a written exam administered by a third-party and participate in an assessment center during which a team evaluates their leadership skills and ability to run a fireground. If Civil Service is adopted, the Frisco Fire Department could not require any certifications or include an Assessment Center. In other words, a person who scores highest on a written test would be promoted. However, a high score on a written test is not a good predictor of leadership or the ability to run a fireground. 

6. Driver/Operator (DO)

Currently, Driver/Operator (D/O) is an assignment in its own classification and rate of pay.  D/Os pass a written assessment and skills test which includes driving a course and operating the pumps.  Under our current system, a D/O is NOT required to become a Lieutenant. In the current system, a firefighter can promote directly to Lieutenant.  

There are two options for Driver/Operator under Civil Service: 1.) a firefighter would be required to promote to D/O before he or she could promote to Lieutenant (minimum of 2 years in each position).  This would occur via written test only - No driving or skills test required.  2.) The D/O becomes an assignment, and the D/O only receives assignment pay when driving the firetruck -- and not when on leave or in training. 

7. Fire Prevention

Under Texas Civil Service law, several Fire Prevention positions are covered and are required to follow the Civil Service hiring and promotion regulations. These positions would include:

• Fire Marshal 
• Assistant Fire Marshal 
• Fire Inspector 
• Fire Investigators 
• Bomb Dog and Handler (EOD - Explosive Ordnance Disposal) 
• Frisco Fire Safety Town (Community Education) 

The best way to fight fires is to prevent fires. Texas Civil Service law prohibits the Frisco Fire Department from hiring and promoting trained and skilled individuals that desire to work in fire prevention and have a passion for this work. Instead, Fire Prevention positions become assignments that must be fill by certified firefighters that may not have the desire to perform this type of work. Additionally, the FFD cannot require that individuals hired in Fire Prevention have any Prevention training before being placed in those positions. Often no sooner does a firefighter get trained in Fire Prevention and start to understand the position then they test and promote out of Fire Prevention.

8. Civil Service Director

(Local Government Code 143.012) On adoption of this chapter, the office of Director of Firefighters' Civil Service is established in the municipality. The commission shall appoint the director.  The director shall serve as secretary to the commission and perform work incidental to the civil service system as required by the commission. The commission may remove the director at any time.

9. Driver Operator (D/O) Committee

The D/O Committee is made up of 12 current members of the Frisco Fire department. Committee members vary in rank, shifts and tenure. The committee was formed to give recommendations to the Fire Chief on how to improve the Driver/Operator testing process. The adoption of Civil Service would make this committee obsolete because the Civil Service law determines the requirements and testing for promotion. 

10. Promotional Committee

The Promotional Committee is made up of 14 current members of the Frisco Fire department. Committee members vary in rank, shift and tenure. The committee provides recommendations to the Fire Chief on how to make our promotional process better including requiring more time in the previous rank before one can promote and minimum certifications and training to strength the experience and knowledge of the Frisco Fire Department staff. The adoption of Civil Service would make this committee obsolete because the Civil Service law determines the requirements and testing for promotion. Civil Service law only requires a firefighter to occupy the previous rank for two (2) years to be eligible to test and the selection is based only on the score of the written exam.

Engineering - Civil Design & Construction

1. What is a 100-year floodplain?

The 100-year floodplain is the area of land inundated by floodwaters from a storm that has a 1 percent probability of being equal to or exceeded in any given year.

2. How do I know if my house is in the floodplain?

3. What is the difference between FEMA-designated zones A, AE and X?

Zone A is an area of the 100-year floodplain that has not been studied in sufficient detail to determine the water surface elevation of the 100-year flood. Zone AE is the area of the 100-year floodplain with the elevation of the 100-year flood available and the floodway designated. Zone X is an area inundated by the 500-year storm or areas outside of land inundated by the 500-year storm.

4. I have an easement on my property. What is it for?

-General utility easement is for any underground or above ground utility such as gas, electric, water, sewer, etc

-Specific utility easement (such as electric easement or water easement), relates solely to that specific utility only (a gas line cannot be in a water easement)

-Access easement grants access across the property to serve another property

Engineering - Downtown Street Improvements & Plaza

1. Where should I park during construction?

Parking spaces will be removed from Main Street to make room for wider sidewalks, trees and benches.  During the garage construction, the existing parking lot adjacent to Elm Street (between 3rd and 4th Streets) will be removed.  Alternative parking for both Main Street and the proposed garage site will be posted. 

2. How will access to homes and businesses be maintained?

There will be intermittent traffic delays on the roads, intersections and drive approaches, as construction equipment moves around and construction work is performed.  The contractor will attempt to minimize delays and maintain temporary access to homes and businesses throughout the project.  In cases where temporary driveway closures are necessary, the contractor will provide advance notification.

3. Will mail service be affected?

Mail service will continue throughout the duration of the project with minimal interruption.  Temporary mailboxes may be placed during construction before permanent mailboxes are re-installed. 

4. Will trash and recycling collection be affected?

Recycling and trash pickup will continue according to your regular service day; however, the placement location of bins may need to be temporarily adjusted.   Those affected will be notified by the contractor with instructions on where to place bins for recycling and trash pickup.

5. Will emergency services be afected?

The Frisco Police and Fire Departments will be updated as to long term closures, which will allow first responders to adjust their routes to always maintain service.

6. How will school busses be affected?

Frisco ISD Transportation will be kept updated regarding bus route adjustments.   Frisco ISD Transportation will relay all temporary changes to the affected addresses as necessary.

7. Will existing landscape features be impacted?

Landscaping, lights, sprinklers, fences or other personal property located within the public right-of-way will likely be impacted during construction.  A surveyor has placed wood stakes with orange flags at property corners to identify the right-of-way locations.   Prior to the start of construction, please remove all personal items you intend to keep from within the marked right-of-way.

8. Will lawn areas be restored if disturbed?

Disturbed lawn areas within the public right-of-way will be restored with topsoil and sod.  Lawns outside the right-of-way, on private property, are not expected to be impacted. Irrigation systems will be repaired if damaged by construction.

9. Can vehicles continue to be parked on the street during construction?

Parking on the street will not be permitted when that segment of street is under construction.  Owners will be contacted and given advanced notice prior to construction.   All vehicles remaining on the street after the date identified may be considered abandoned and removed.

10. What are the plans for Elm Street?

As part of the downtown improvement project, Elm Street is being reconstructed to become more integrated into downtown activity.  It will have new parking spaces on each side and will become a route to the future 4^th Street Plaza and its future parking garage.  As the parking spaces are removed from Main Street, to make room for wider sidewalks and sidewalk cafes, more parking activity will occur on Elm Street and more traffic will need to turn in and out of Elm Street at 5^th Street.  In addition, more pedestrians are expected to cross 5^th Street at Elm Street.  To address these issues and avoid gridlock problems, a traffic signal will be constructed at the intersection of 5^th and Elm.  The new traffic signal will work in concert with the existing traffic signal at 5^th and Main to help prevent northbound traffic, heading towards Main Street, from blocking the Elm Street intersection.

Engineering - Neighborhood Traffic

1. Can a "children at play" sign be installed in our neighborhood?

The City of Frisco does not install “Children At Play” signs. Almost every neighborhood in Frisco has a lot of children and the sign would technically need to be installed on every block of every street, which is not feasible (and would render the warning sign meaningless). It should be an assumption of every driver on any neighborhood street or alley that children live there and they should drive defensively.

2. Can a stop sign be installed on my residential street?

If you would like to request a stop sign, please call 972-292-5400 and ask to speak to a Traffic Engineer. We will conduct a traffic study at the intersection to determine if a stop sign is warranted based on national traffic engineering standards.

Please keep in mind that the City of Frisco does not install stop signs to control vehicle speed, which is also a national traffic engineering standard. Primarily this is because motorists subconsciously or consciously come to realize that’s the purpose of the stop sign and they begin to disregard it. They will begin to roll through the stop sign when no traffic is present and then that diminishes the authority of all stop signs in the neighborhood. In addition, motorists will often speed up in between these stop signs to make up the time they feel they have lost. All of this reduces the safety of the neighborhood. Instead, according to national traffic engineering standards, we only install stop signs when the intersection meets certain stop sign warrants based on traffic volumes, sight distance, etc.

3. Can speed bumps be installed on my residential street?

The City of Frisco does not allow speed bumps / humps to be installed on any public street. The Fire Department, the Police Department, and the Engineering Department have considered them in the past and discussed them with City Council and the city has decided not to use them. In short, they are a hindrance to emergency vehicles, cities have been held liable for damage caused by them, they do not always have the intended effect (because some people will speed up between them), and they are very divisive within neighborhoods. Some residents on a street will want them, but others will not, and residents of nearby streets will not want traffic diverted to their street. Studies have shown that for the humps to be effective, several must be installed on a street at a specific distance apart, which impacts more residents and further slows down emergency vehicles (it is estimated that each hump delays emergency vehicles 10 to 15 seconds).

4. Can parking be prohibited on my residential street?

Residential streets are designed to be a compromise between providing parking, allowing emergency access, and preventing traffic from driving too fast in front of homes. Residential streets need to be narrow to discourage people from speeding in front of people’s homes, yet they need to be wide enough to allow emergency vehicles to drive past cars that are parked on the street. It is important to note that residential streets are not intended to be wide enough to guarantee that traffic can flow in both directions at the same time.

The narrowest residential streets in Frisco are wide enough to have cars parked on both sides of the street and still provide a minimum of 10 feet between them (and more room is usually available when people have done a good job of parking). Passenger cars are 6 feet wide and fire trucks are 8 feet wide, so each can travel between the parked cars. Forcing cars to take turns traveling in each direction on a residential street is not considered to be a problem that needs to be corrected. In fact, this is a natural way to slow down traffic on a residential street (which people are often worried about).

Beyond the situations described above, it is not legal to park in front of a fire hydrant or too close to a crosswalk. If there are some cars that chronically park in these areas, we can observe the situation and post a No Parking sign if it is warranted.

5. What can be done about speeding on my residential street?

According to state law, the speed limit on residential streets is 30mph whether a sign is posted or not. Vehicle speeds are notoriously difficult for pedestrians to accurately guess, so we suggest you stand in your yard and have someone drive by at 30mph so you can see what a car driving the speed limit looks like. If you believe traffic is going faster than 30mph on your street, you can contact the Police Department at 972-292-6164 to request that they place their radar speed trailer on your street and/or conduct a directed patrol. You can also call 972-292-5400 and ask to speak to a Traffic Engineer and request that we conduct a speed study on your street.

The speed study will determine the actual speeds of cars throughout the day. Depending on the results, we can install additional 30 mph speed limit signs, increase the visibility of a pedestrian crossing, or we can ask the Police Department to conduct a directed patrol during times when speeding is occurring. We can also suggest an HOA education campaign (because it is typically the residents of your neighborhood who are speeding because they are so familiar with the streets). In rare cases where speeds are high, the city can allow the neighborhood to install and maintain a permanent radar speed board.

The City of Frisco does not install speed bumps or humps on public streets, nor do we install stop signs to control vehicle speed (see more detailed responses about these items elsewhere on this page). The city also does not lower the speed limit on individual residential streets; instead the city maintains a consistent residential speed limit across the city and in line with state law.

6. Can I request a lower speed limit on my residential street?

Engineering - Road Construction & Operations

1. Can an intersection be changed to allow 2 lanes to turn right?

In order for 2 lanes to turn right, the intersection needs to have 3 lanes on the roadway they are turning onto. This allows for the different turn radius capabilities of various vehicles (such as trucks), as well as giving drivers more leeway in making the maneuver adjacent to another car turning right at the same time. For example, the dual right-turn at eastbound Main Street turns into 3 lanes on Dallas Parkway and is striped so that the right-most lane on Main Street can turn into the first or second lane of Dallas Parkway and the other right-turn lane on Main Street must turn into the third lane of Dallas Parkway.

2. How should bicyclists ride on the road?

State law generally treats a bicycle as a vehicle with the same rights and duties as a car. State law states that a bicyclist can ride down the middle of the lane if the lane is narrower than 14 feet wide. This is not considered “impeding traffic” even on a road with only one lane in each direction. State law also allows bicyclists to ride 2 abreast in a single lane. Side by side bicyclists are considered to be impeding traffic if they take up 2 lanes on the roadway, but not if they take up a single lane that is narrower than 14 feet wide. Most roads have lanes that are narrower than 14 feet, but as our major roadways are widened to 6 lanes, we will provide an outside lane that is 14 feet wide so that bicycles can ride to the right according to State law. Motorists should always ensure that there is a 3-foot separation between their car and a bicyclist they are passing.

3. Why are some roads marked as bike routes?

The green “Bike Route” signs generally show bike riders which roadways are at least 2 lanes wide in each direction so that a car can use another lane to pass a bicycle that is in the road. These on-street bike routes also connect to other roadways (or sidewalks) to provide interconnectivity with other portions of the off-street trail system.

4. When will you raise (or lower) the speed limit? How are speed limits determined?

The speed limits on major roadways are not set according to any pre-determined plan. Instead, speed limits are determined based on engineering studies (a standardized process that is used nationwide). We conduct engineering speed zone studies on every major roadway in the city at least once every 3 years in order to see if the posted speed limits need to be adjusted. Each roadway is broken into logical segments and studied individually. These studies will sometimes result in different speed limits on different segments of the same roadway if those segments have different characteristics (such as hills, curves, or number of driveways).

State law defines the speed limit on a residential street as 30 mph and the speed limit in a residential alley as 15 mph.

5. Can golf carts legally be driven on city streets?

By city Ordinance, golf carts can be driven on city streets with a speed limit of 35 mph or less, as long as they meet the following criteria: 

• The driver must have a valid driver’s license.
• The driver must have insurance for the golf cart.
• The golf cart must have headlamps, tail lamps, reflectors, and a slow-moving vehicle emblem. 
• The golf cart must have mirrors and a parking brake. 
• The golf cart must display a state-issued golf cart license plate.  

Golf carts cannot be driven on roads that have speed limits higher than 35 mph, but they can cross such roads. Golf carts cannot be driven on sidewalks (other than golf course paths designated for golf carts).

6. When will the sidewalk be built between Point A and Point B?

Sidewalks are generally installed when development occurs along a roadway; each developer is responsible for building the stretch of sidewalk along the front of their property. As result, there will often be gaps in the sidewalk in the more sparsely developed parts of the city.

The Engineering Department has a program that prioritizes missing pieces of sidewalk in the developed areas of the city each year and builds them according to their priority and according to the funds available. In recent years, most of these funds have been prioritized and expended on building missing sections of sidewalks that would serve students walking to new public schools as they open.

The Parks & Recreation Department has a program that builds certain sections of its hike & bike plan each year, which sometimes adds sidewalk to some of the longer stretches of undeveloped roadway.

Engineering - School Traffic and Transportation

1. Who do I talk to about school attendance zone boundaries and/or school bus eligibility?

Cities and school districts are separate entities and the City of Frisco does not make any attendance boundary or busing decisions. Please contact your ISD directly to discuss your specific bus questions (Frisco ISD, Lewisville ISD, or Prosper ISD). The city does work with each school district to coordinate sidewalk and roadway improvements and crossing guard locations to serve new schools. If you have any questions about reduced speed school zones or crossing guard locations, please call 972-292-5400 and ask to speak to a Traffic Engineer.

2. How do I request a crossing guard for a particular location?

If you have questions about crossing guard and/or crosswalk locations, please call 972-292-5400 and ask to speak to a Traffic Engineer. It is important to note that crossing guards are primarily provided for elementary students. Crossing guards are provided for middle school students only in limited circumstances and they are not provided for high school students. However, marked crosswalks and/or reduced speed school zones can be provided at some locations even if a crossing guard is not.

The City of Frisco works with each school district to coordinate crosswalk and crossing guard locations for each school. One or 2 routes are established as the recommended walking route to a school that will take students through the crosswalks and crossing guards that are provided. These routes may not be the most direct route for all students, but it is not feasible to provide a crossing guard for every possible route to a school. If students are not using a nearby crossing guard, parents will be asked to stress the importance of safety over convenience and instruct their children to walk to school along the route that provides the crossing guard. (It is also important for parents to set a good example and follow the recommended walking route when they walk with their children to school.)

3. How can traffic be improved around our school?

The most effective way to improve traffic around a school is to reduce the number of cars driving to the school. If you live far from the school, consider joining a carpool or take advantage of the school bus (if available). If you live closer to the school, consider walking. If your child is too young to walk to school alone, consider walking with them instead of driving. You could also join a walk-pool (also known as a “walking school bus”), where one parent walks with a group of children from different households.

4. Who do I contact to report a malfunctioning school zoning warning flasher?

1. How do I report a street light that needs to be repaired?

The City of Frisco contracts with Oncor and CoServ to provide street lighting on public roadways. If your neighborhood is served exclusively by Oncor or CoServ, they will also maintain your street lights. Please call your electric provider directly to report a street light outage:

If you are not sure who your electric service provider is, do not live in an exclusive service area, or would like to report street light outages on a major roadway, please contact the City of Frisco Public Works Department during normal business hours at 972-292-5800.

2. How do I get another street light installed on my residential street?

Street lights are originally installed by developers of neighborhoods according to city standards that are dictated by our ordinances. In general, one street light should be installed at each street intersection and then additional lights should be installed at other locations along a residential street so that they are not farther than 600 feet apart nor closer than 150 feet apart. It is important to note that street lights are not intended to illuminate the fronts of buildings; in fact they are designed not to do so (by directing the lighting downward). They are also not intended to illuminate the entire roadway or sidewalk. Instead, they are intended to help motorists and pedestrians navigate a neighborhood in the dark by pointing out where the intersections (and cul-de-sacs) are and, in the case of midblock lights, drawing you along the roadway towards the next intersection. If you believe that street lights are farther apart than 600 feet in your neighborhood, please call 972-292-5400 and ask to speak to a Traffic Engineer to see if an additional light can be installed. If the lights in your neighborhood do meet the city standards, the city will not install any additional lights. However, the HOA can pay to have additional lights installed (as long as they meet our minimum spacing standards and the HOA acquires consent from the adjacent residents). The cost of installing a street light is usually about $7,500 depending on the amount of boring that the power company would need to do. Also, in some cases, home owners would need to dedicate a utility easement on their property.

3. Why don’t all major roadways in Frisco have street lights?

When the City of Frisco first started developing in the 1990s, it was decided that our funding should be stretched to build as many roads as possible and so the installation of street lights was deferred to a later time. Therefore, many of our older major roadways were built without street lights. The city now has a program where street lights are being added to the older roadways as funding permits. In addition, the city now installs street lights on all new major roadway projects to prevent adding to the backlog of missing street lights.

Special Case: The city is not able to install street lights along Legacy Drive between Academy Drive and Main Street due to the presence of the electric transmission lines and the restrictions placed on the roadway by the power company.

1. Who do I contact to report a problem with a traffic signal?

To report a traffic signal outage during normal business hours, contact the Public Works Department at 972-292-5800. SH 121 - The traffic signals along the SH 121 frontage roads are controlled by the City of Plano. Please contact the City of Plano at 972-941-7000 to report problems or concerns. 

Custer Road - The City of Frisco controls the traffic signals along Custer Road from McKinney towne Crossing / Custer Bridges to Eldorado Parkway. The City of McKinney controls the traffic signals along Custer Road that are north of Eldorado Parkway. Please contact the City of McKinney at 972-547-7559 to report problems or concerns.

2. Why do some intersections have flashing yellow arrows? What do they mean?

A flashing yellow arrow means that you must wait for a gap in oncoming traffic before you turn left at a traffic signal. The Flashing Yellow Arrow (FYA) left-turn display is the new nationwide standard for traffic signal operation. All cities are required to build new traffic signals with the FYA display and to eventually upgrade their existing traffic signals to have the FYA display. The City of Frisco is in the process of upgrading its existing traffic signals to have the FYA display, which is expected to be complete in 2015.

3. Why do I have to wait so long for a green light on a side street?

In general, a traffic signal is programmed to provide more green time to the street that has the most traffic. This minimizes stops and delay for the largest number of cars, which improves air quality and reduces congestion on the major roadways. Therefore, if you are on a side street that has less traffic than the major roadway, you will wait a longer time for a green light.

In addition, traffic signals along a major roadway are coordinated with each other in order to minimize the delay for the largest possible number of cars as they move through the city. When traffic signals are coordinated, each traffic signal must display the green indication to the primary direction of travel during a specific time period (in sequence along the road) so that the largest possible group of cars can proceed through the system with a minimum number of stops. The side street must remain red while the coordinated flow of traffic passes through the intersection along the major roadway (sometimes in both directions).

The wait on a minor street will always be less than 3 minutes during normal traffic signal operation.

4. Can you change the traffic signals to operate in flashing mode during the late night hours?

Some cities switch some of their traffic signals to the flashing mode late at night to minimize delay on their major roadways. In this mode, traffic on the major roadway sees a flashing yellow light while traffic on the side street sees a flashing red light, which means that traffic on the major roadway never has to stop while traffic on the cross street operates like it has a stop sign.

This type of operation is only beneficial if the side street has very little traffic; therefore, it does not work well at the intersection of 2 major roadways.

Most of the traffic signals in the City of Frisco are located at the intersection of 2 major roadways, so this type of flashing operation would not be beneficial. However, the City of Frisco does change the operation of our traffic signals late at night to minimize delay. Almost all of our traffic signals operate in “free” mode during these hours, which means that they operate independently and serve the traffic on each street as it is detected. In this mode, a traffic signal will remain green for the major roadway most of the time and will service the cross street for a small amount of time only if a vehicle is detected. In this way, the signal minimizes the number of times that it stops traffic on the major roadway, and it minimizes the wait time for the cross street by switching over to it almost as soon as it detects traffic on that street.

5. How are the yellow and all-red clearance times calculated for a traffic signal?

Yellow time is calculated using a nationwide standardized equation based on the speed of traffic on the roadway. The majority of Frisco’s major roadways have speed limits around 40 mph; consequently, a yellow time of about 4 seconds is used at most traffic signals.

The all-red time is also calculated using a nationwide standardized equation for a given speed. The City of Frisco uses all-red values that range between 1 and 3 seconds, depending on the intersection width and speed.

6. Is it necessary for me to push a button to activate the pedestrian signal?

Yes, pushing the pedestrian button tells the traffic signal you are there so it can provide a “walk” indication. If you don’t activate the pedestrian signal, the traffic signal may not change or it may not provide enough time for you to cross the street.

7. Why does the orange hand flash before I’ve completed crossing the street?

The white walk symbol is displayed to allow pedestrians to enter the crosswalk. After a certain amount of time, the flashing orange upraised hand appears as a warning to pedestrians who have not yet entered the crosswalk that it is too late to begin crossing the street.

If you are already in the crosswalk, there will be enough time for you to finish crossing the street. In fact, the flashing orange hand is usually accompanied by a number that counts down to show you how much time you have left to cross the street before the traffic signal changes.

8. How do you decide where and when to install traffic signals?

The installation of traffic signals follows a nationally standardized process that is outlined in the Texas Manual of Uniform Traffic Control Devices (TMUTCD). There is a set of criteria that must be satisfied before a traffic signal can be installed, most of which are based on traffic volumes. Not every street can be given a traffic signal, so traffic volumes are a large factor in determining which intersections will be signalized.

In addition, traffic signals must be spaced a certain distance apart in order to function well. The intersection of 2 major roadways is always assumed to be a future traffic signal location and then other potential locations must be spaced an appropriate distance away. As other traffic signals are added at minor intersections, it further limits the possible location of additional traffic signals.

Finally, the time frame for the installation of a traffic signal is primarily determined by the funding available to us each year. All of the intersections that meet the necessary criteria are prioritized each year based upon the amount of traffic they serve, an analysis of the conflicting movements, and other factors. The city then assigns the available funding to the top ranked locations.

9. How do I request a new traffic signal?

Please call 972-292-5400 and ask to speak to a Traffic Engineer. If the intersection in question is eligible for a traffic signal, it will be added to a list of locations that we monitor on an annual basis. We will observe and collect the traffic volumes at all of these potential traffic signal locations and see if they meet the nationally standardized criteria for justifying the installation of a traffic signal. All of the locations that meet the necessary threshold will be prioritized based on traffic volumes, conflicting movements, and other factors. The city will then assign the funding available that year to the top ranked locations.

It is not possible to install a traffic signal at every intersection for a number of reasons, so a particular intersection may not be eligible for a traffic signal. If it is eligible, it may take years before it reaches the top of the priority list for installation. At any intersection, we recommend that citizens take an alternative route instead of making a maneuver that makes them uncomfortable. Whether an uncontrolled intersection is a candidate for a traffic signal or not, it may be necessary for motorists to take an alternative route during busy times of the day instead of making a left-turn or going straight across an intersection. For example, motorists can turn right and then make a u-turn at another location.

10. Does the City of Frisco record any of the video from its traffic cameras?

No, the City of Frisco does not record or retain any video from the cameras in its traffic management system. The cameras you see on top of the traffic signals are used to detect traffic for the operation of the traffic signal and to also help engineers monitor traffic flow in the city at any given moment.

3. Why wasn't my trash or recycling collected?

The top 5 reasons of missed service:

1. Cart placed too close to fixed objects - Due to automated arms on the truck, place your bins 3 feet away from any object.
2. Yard waste in bins - Use brown bags for grass and leaves. Limbs must be bundled with rope or twine into 3-foot stacks, no more than 30 pounds each.
3. Out of reach - Carts need to be placed at the curb or at the edge of the alley. Lids need to open facing the truck.
4. Hazardous Waste - Take paints, oils, etc. to the located at 6616 Walnut Street. Read more information about items accepted.
5. Bulk Pickup - The item left out was too large for the cart. Each area has a bulk pick up day for items that cannot be taken on regular trash days. It is not for excessive trash. You must call and schedule your pick up. If it is just left out, it will not be picked up.

Your recyclables are taken to the Waste Connections Recovery Facility (MRF). If you have any questions, please contact Environmental Services.

8. How can I dispose of used medical needles?

You can dispose of used medical needles in a puncture-proof plastic container. After carefully placing all needles in the container, seal the top with a lid and tape it solidly closed. Place the entire container in a bag. Seal the bag and place in your trash bin for normal pick-up. Examples of containers are sharps containers (attained from your doctor or pharmacist) or a liquid detergent bottle.

9. Who do I call to report a broken or damaged trash / recycling cart?

Contact Environmental Services at 972-292-5900. A repair or replacement will be made within eight working days.

10. My trash cart is missing or stolen, how do I get another one?

If your trash cart was missing, look around your neighborhood (this helps if you write your address on the line provided). If you believe your trash cart was stolen call the non-emergency police 972-292-6010. If there was damage as a result of improper usage, a $73.80 charge will be applied.

11. Can I get an additional trash / recycle cart and is there a charge?

Each trash cart will cost an additional $10.50 per month, plus a $16.30 initial delivery charge.

12. Where can I throw away my extra trash?

13. How do I dispose of large items that won’t fit in my cart?

18. How do I dispose of tree limbs / fencing?

Cut tree limbs into 3 foot lengths. Tie and bundle with maximum weight not to exceed 30 pounds. Place 3 feet away from your blue recycling cart on your regularly scheduled. Wood pallets and untreated fencing are no longer accepted on regular trash day and are now a part of the Large Item Collection. Collection limited to one pallet or one 6 foot section of fencing per month. Must be free of concrete and dirt.

20. Where can I purchase compost and mulch?

Lawn trimmings collected from the city's curbside recycling program are made into Texas Pure compost. A limited supply of bagged compost is available for pick up at our Environmental Collection Center. Citizens are limited to three bags per visit and one pick up per month. Compost is available on a first-come, first-serve basis as supplies last. Pick-up is limited to the first Saturday of every month 8 a.m. - 1 p.m. Additional products are available at Texas Pure Products.

22. How can I dispose of smoke or carbon monoxide detectors with mercury?

Mercury is a toxic chemical and can be harmful to human health and the environment. If you have items including smoke/ carbon monoxide detectors the manufactures are required by law to accept back their products for proper disposal.

Frisco Environmental Collection Center never accepts items with mercury, if you drop-off items to us without our knowledge it is considered illegal dumping.

23. How do I dispose of fireworks?

Proper disposal of fireworks includes soaking them in water for 24 hours to deactivate the gun powder, then discard in the normal trash.

1. Where can I obtain a copy of a fire report?

A fire report can be obtained through an Open Records Request at the City Secretary’s Office.   

2. Are fireworks allowed in the city?

It shall be unlawful for any person to manufacture, sell, or offer for sale, discharge or possess fireworks of any type, or to permit any such violation of this article. (Ordinance 307, section II, adopted 8/3/72)

3. Am I allowed to have a barbecue grill on my apartment patio?

It is unlawful for a tenant, the management or an owner of an apartment house or any other person to use or allow or permit to be used a grill in an apartment house or within ten feet of any part of an apartment house or on or under any portion of the structure of an apartment house.

Grill means a fixed or portable cooking utensil on which food is exposed directly to red heat or open flame as from heated briquettes, charcoal, electricity, natural gas, propane compressed gas or wood, which is commonly referred to as a barbecue pit, barbecue grill, hibachi or smoker. (Ordinance 94-08-04, section 1, adopted 8/2/94)

Any person violating or failing to comply with any provision of this section shall be deemed guilty of a separate offense for each and every day or portion thereof during which any violation of this article is committed, continued, or permitted and upon conviction of any such violation such person shall be punished by a fine in an amount not less than $200.00 nor more than $2,000.00. (Ordinance 94-08-04, section 3, adopted 8/2/94)

4. Is open burning permitted in the city?

307.2 Permit required. A permit shall be obtained from the fire code official in accordance with Section 105.6 prior to kindling a fire for recognized silvicultural or range or wildlife management practices, prevention or control of disease or pests, open burning or a bonfire. Application for such approval shall only be presented by and permits issued to the owner of the land upon which the fire is to be kindled.

307.3 Extinguishment authority. When open burning creates or adds to a hazardous situation, or a required permit for open burning has not been obtained, the fire code official is authorized to order the extinguishment of the open burning operation. The fire code official is authorized to order the extinguishment by the permit holder, another person responsible or the fire department of open burning that creates or adds to a hazardous or objectionable situation.

307.4 Location. The location for permitted open burning shall not be less than 50 feet (15 240 mm) 300 feet (91 44m m) from any structure, and provisions shall be made to prevent the fire from spreading to within 50 feet (15 240 mm) 300 feet (91 44mm) of any structure.

Exceptions: The minimum required distance from a structure shall be 25 feet (7620 mm) where the pile size is 3 feet (914 mm) or less in diameter and 2 feet (610 mm) or less in height.

307.4.1 Bonfires. A bonfire shall not be conducted within 50 feet (15 240 mm) 300 feet (91 44mm) of a structure or combustible material unless the fire is contained in a barbecue pit constructed of approved non-combustible materials not exceeding 3 feet or less in diameter and 2 feet or less than height. Conditions which could cause a fire to spread within 50 feet (15 240 mm) 300 feet (91 44mm) of a structure shall be eliminated prior to ignition.

307.4.4 Permanent outdoor fire pit. Permanently installed outdoor fire pits for recreational fire purposes shall not be installed within 10 feet of a structure or combustible material.

Exception: Permanently installed outdoor fireplaces constructed in accordance with the International Building Code.

307.4.5 Trench burns. Trench burns shall be conducted in air curtain trenches and in accordance with Section 307.2.

307.5 Attendance. Open burning, trench burning, bonfires, recreational fires and use of portable outdoor fireplaces shall be constantly attended until the fire is extinguished. A minimum of one portable fire extinguisher complying with Section 906 with a minimum 4-A rating or other approved on-site fire-extinguishing equipment, such as dirt, sand, water barrel, garden hose or water truck, shall be available for immediate utilization.

The written assessment provides objective insights into an individual’s core traits. The test is the Firefighter Aptitude and Character Test (FACT). It comprises of the following scales that allow the department to have a comprehensive view of each individual:

• Logical and Mathematical Reasoning Ability
• Teamwork, Decision-Making, and Interpersonal Skills
• Map Reading 

The test is timed, and you are allowed three (3) hours to complete it.

2. What should I bring to the testing site?

1. Where is the Frisco Municipal Jail and when is it open?

The Frisco City Jail is located at 7200 Stonebrook Parkway in Frisco, Texas, on the east side of the Frisco Police Department. The facility is open 24 hours a day, 7 days a week.

3. Where is the Collin County Jail?

The Collin County Jail is located at 4300 Community Avenue in McKinney, Texas.

4. Where is the Denton County Jail?

The Denton County Jail is located at 127 North Woodrow Lane in Denton, Texas.

5. What does it mean when a person is "booked" into the Municipal Jail?

This is an administrative process documenting a prisoner's entrance into the Municipal Jail. The process includes collecting information such as the person's name, address, reason for the arrest (criminal charge(s)), and inventorying personal property. A photograph and fingerprints are taken as well.

6. What occurs during an arraignment?

An arraignment is a formal meeting between a judge and a prisoner. The judge informs the prisoner of his or her charge(s), reads the prisoner his or her rights, and advises the prisoner of the bond amount.

7. When are prisoners arraigned?

Arraignments are generally held daily between 8 a.m. and 10:30 a.m., but can occur at alternate times to accommodate magistrates' schedules.

8. What is "Jail Credit"?

The City of Frisco assigns a monetary value for time spent in the Municipal Jail for a City of Frisco class C misdemeanor ticket or warrant. A municipal judge determines Municipal Jail credit as regulated by state law.

9. Is Municipal Jail credit applied to all arrests?

No, Municipal Jail credit only applies to City of Frisco class C misdemeanors.

10. What items may I bring a prisoner?

Personal items of convenience and money may not be contributed to the prisoner's property. Prisoner prescription medication will be accepted and dispensed in the prescribed manner.

11. How may I get a prisoner's property?

Prisoner property can only be released after the prisoner grants written permission authorizing the release. To claim prisoner property it is necessary to:

• Complete a property release form
• Present a driver's license or a state issued identification card

12. May a prisoner make free phone calls?

Prisoners are allowed two free telephone calls; once at the completion of the booking process and once after an arraignment by the City Magistrate. A prisoner also has the opportunity to make collect phone calls from inside a cell block.

13. What is an Alias Warrant?

This is a warrant where no plea has been entered. A prisoner, bail bond company, or an attorney can post a bond for this type of warrant. The bond assures that the prisoner will appear in court.

14. What is a Capias Warrant?

This is a warrant where a plea has been entered and the prisoner did not follow through with the court agreement. The only way to resolve a Capias Warrant is to pay the fine in full or be released through "time served" by remaining in the Municipal Jail until enough jail credit has been earned.

15. How long will a prisoner remain in the Frisco City Jail Facility for class C misdemeanor warrants issued out of a different city?

The city that issued the warrant generally has 24 hours to pick up a prisoner. If the issuing city fails to meet this deadline, the prisoner may be released and the warrants will be reinstated.

16. How can a prisoner resolve a City of Frisco class C misdemeanor warrant or arrest?

You may resolve a class C misdemeanor warrant or arrest by:

17. How can a prisoner resolve a class C misdemeanor warrant issued from another city?

Payment can be accepted by either the issuing agency or the City of Frisco. If payment is made at the Frisco Municipal Jail, either cash or credit card may be used. Only cash in the exact amount can be accepted.

18. How can a prisoner get out of the Municipal Jail when arrested for a felony or misdemeanor (other than a class C misdemeanor)?

1. What type of natural gas plumbing system do I have in my home?

There are 2 types of commonly used gas plumbing systems. These include rigid black steel and corrugated stainless steel tubing. A licensed plumber installs rigid black steel piping. Pre-manufactured segments of flexible stainless steel tubing are used to connect rigid steel piping to appliances. The second type of installation involves corrugated stainless steel tubing with a protective coating usually yellow in color. A licensed plumber installs this product in the home.

3. What can I do to make my home safe from lightning?

The City of Frisco is unaware of a fail-safe method to protect your home from lightning strikes. The manufacturers recommend that lightning protection systems be installed to minimize damage from lightning. They also suggest bonding the products to further safeguard the pipe systems. Most scientists agree that these safeguards will reduce the damage caused by lightning. Cost may be a factor when considering these products.

Lightning also damages electronic devices. We suggest that you always protect your valuable equipment with surge protection. 4. What should I do if my home is struck by lightning?

First and foremost, don’t panic. It is always recommended to call 911 if you suspect your home has been struck by lightning. Lightning is a very dynamic phenomenon. Often what sounds like and appears to be a direct strike on your home is only a strike in your area. In the interest of safety, the Fire Department would rather inspect a suspected strike than risk having an undetected fire cause greater damage.

1. What is geographic information services (GIS)?

GIS is a collection of computer hardware, software, and geographic data for capturing, managing, analyzing and displaying all forms of geographically referenced information (Source: ESRI).

GIS allows for the comparison of geographic data and information associated with those geographic areas. Questions like, “How many school aged children are within 1,000 feet of a proposed elementary school?” Can be answered with GIS.

GIS maintains data in “layers.” Each layer represents a certain type of feature: lines, points and polygons. Features have associated information. For instance, a road is a line feature that has information such as its name. Within each layer rules can be created in order to maintain specific characteristics and standardizations. Example, features within the land parcels layer should not overlap each other. Requiring this type of characteristic prevents technicians from overlapping lots on top of each other. The collection of layers is housed in a spatial database. Relationships between layers can be made at this level, providing even more detailed models which better depict real life.

2. What is the Global Positional System (GPS)?

GPS (Global Positional System) is a passive, all-weather, 24-hour global navigation satellite system developed for and operated by the U.S. Department of Defense. The system is comprised of 24+ satellites, one master control station located in Colorado Springs, Colorado, and hundreds of government and independent local reference stations. The local reference stations are used for post-processing data collected in the field to obtain maximum accuracy.

The GIS department gathers GPS positions for new development to ensure spatial accuracy when recording city assets. City assets include fire hydrants, water lines and associated valves, storm lines, sewer lines and land records, such as, parcel and subdivision boundaries. Spatially accurate data enable staff to locate assets in the future, especially if they become buried.

1. Why is jury service important?

The United States Constitution and the Texas Constitution guarantee all people, regardless of race, religion, sex, national origin, or economic status, the right to trial by an impartial jury. Justice ultimately depends to a large measure upon the quality of the jurors who serve in our courts.

2. What is my duty as a juror?

As a juror, you must be fair and impartial. Your actions and decisions must be free of any bias or prejudice. The integrity of your actions and decisions are the foundation of our judicial system.

3. How was I selected?

You were selected at random from a public information listing of Frisco residents.

4. Am I eligible to serve as a juror?

Jurors called to serve in the Frisco Municipal Court must:

• Be a citizen of the United States and of Texas
• Be at least 18 years of age
• Reside within the city limits of Frisco
• Be able to read and write
• Be of sound mind

You cannot serve on a jury if:

• You have been convicted of a felony or of any type of theft (unless rights have been restored)
• You are now on probation or deferred adjudication for a felony or for any type of theft
• You are now under indictment for a felony or are now under criminal charges for any type of theft
• If you are in doubt, or think you may not be qualified to serve on a jury for one of the above or any other reasons, please notify the judge

5. Who can be excused from jury service?

You are entitled to be excused as a juror if you:

• Are 75 years of age or older
• Have legal custody of a child under 12 years of age and jury service would leave the child unsupervised
• Are a student at a public or private high school
• Are enrolled and attend college
• Are the caretaker of a person who is unable to care for themselves (an invalid)
• Can show a physical or mental impairment or an inability to comprehend or to communicate in English

These exemptions are not mandatory and an individual who meets one or more of these criteria may still serve on a jury panel. If you wish to claim an exemption, you must complete the reverse side of your summons and return it to the Municipal Court at least seven days prior to the scheduled date of jury service.

Every citizen is obligated to serve when called. Texas law does not recognize exemptions from jury service for economic or business reasons. Hardships or circumstances requiring brief postponement in jury service will be considered on an individual basis. Employers are required to give employees time off for jury service (pursuant to Civil Practice & Remedies Code Section 122.001).

6. Can jury service be rescheduled?

The program is one session from 6:00 p.m. to 9:30 p.m.

2. How old must you be to attend?

Participants must be between the ages of 12 and 18.

3. Do parents have to attend with their child?

Participants under 17 years of age must attend with one or both of their parents. Parents of participants 17 years and older are encouraged to attend, but it is optional.

4. When is the Juvenile Impact Program held?

The Juvenile Impact Program is held monthly. Please email the JIP staff for dates and additional information. Student must be registered and complete all necessary paperwork before attending the program.

5. Where is the Juvenile Impact Program held?

The Juvenile Impact Program is held at the Frisco Police Department, which is located at 7200 Stonebrook Parkway in Frisco. For directions, call the main Police Department line at 972-292-6000.

6. Who can refer a student to the Juvenile Impact Program?

Parents and the courts can refer any student to the program.

7. Is there a dress code?

Yes, all attendee are required to dress in a professional manner. Shoes must be close-toed (no tennis shoes, flip flops, or sandals). Pants must be slacks or a conservative dress skirt for females. Shirts must have collars or conservative blouse for females. Also, no exposed tattoos, piercings, or jewelry is permitted.

Note: Participants who violate the dress code will be sent home and the appropriate courts will be notified. If you have any questions or cannot meet these dress requirements, please contact the JIP Coordinator.

8. Will my child have a police record as a result of attending the Juvenile Impact Program?

No, information is collected strictly for statistical data and will be used to determine program effectiveness and offender-related statistics.

Learn to Swim

1. How do I check the availability of a class?

You may check the availability of aquatic classes online at www.FriscoFun.org or at the Customer Service desk at the Frisco Athletic Center.

2. How do I know what level to register my child for?

If you are not sure what level to register your child for, the Learn to Swim program offers free swim assessments that determine which level would be the most appropriate. You can register for these free swim assessments either on our website at www.FriscoFun.org, or with one of our Customer Service Representatives in person at the Frisco Athletic Center.

3. Are there any make-ups for missed classes?

There are no make-ups for individual absences. If your child is sick or there are other medical circumstances that require you and/or your child to miss a swim lesson, provide a doctor’s note to us within 72 hours of the missed class. Please refer to the medical withdrawal request policy on the Medical Withdrawal and Transfer Request Form for more information.

4. Can I register for a year in advance?

Our programs at the Frisco Athletic Center work in three 4-month seasons: Spring, Summer, and Winter. You are only able to register for 4 months in advance.

5. Which is better, coming twice a week for M/W classes, once a week for Saturday classes, or once a week for Private Swim Lessons?

Each session has its advantages and disadvantages. Coming to the Monday/Wednesday evening session, as opposed to once a week, will give your child more exposure to the water, and thus be more beneficial. For those who don’t have time during the week, Saturday morning classes may be a better option. This option will still give your child water time, while allowing your week to be free. Private Lessons offer exclusively one-on-one attention for your child, which would make a class able to be catered to your child’s individual needs/goals.

6. I’m signing up for 4 months in advance, which levels should I register for?

Every child learns at a different pace. Register for what you believe your child will likely progress to. If there are changes in the levels of your child that differ from what you registered for, please submit a Transfer Request that can be found at the Front Desk at the Frisco Athletic Center or online. Classes do fill up on a first come, first served basis. Please make sure to keep checking with your child’s instructor on the progress of your child.

7. I’ve signed up my child for “x” level, but they passed and are now registered for the wrong level. How do I get my child into the new level?

You will need to fill out a transfer request form to move your child to the new level. These forms can be found at the Front Desk or online. If you need assistance with the form, a Customer Service Representative would be more than happy to help!

8. Can my children play in the pool if one of my other children is taking a class?

There is no public swim during Learn to Swim class times. The entire Indoor Aquatic Center is reserved for the Swim lessons. Aquatic Center Hours

9. Is the indoor lap pool heated year round?

Yes. The normal temperature range for the lap pool is heated between 72-74 degrees.

10. Can I register my child for a higher level than they are ready for? My kid needs to be pushed.

We recommend that you do not do that. Pushing a child past their comfort level can make a child develop a fear for the water, especially if he/she is swimming laps before they’re able to. Please speak with your child’s instructor before or after class to discuss challenging their skill level.

11. Why do we have to close the indoor pool if it is thundering and/or lightning outside?

The safety of our participants is very important to us. At the Frisco Athletic Center we like to error on the side of caution when thunderstorms are in the area for everyone’s safety. For this reason, the Aquatic Centers will close for 30 minutes after each sound of thunder or sight of lightning. If there is inclement weather in the area, please check the Inclement Weather Hotline for swim lesson cancellations at 972-292-6666, (press 6 for Learn to Swim).

12. My child cries during lessons, what can I do to help?

If a child is stressed in the pool, seeing the comfort of a parent can do more harm than good because the child will want you to hold them or help them. Try sitting in a place that allows you to see the class, while not letting your child see you. Often times a child will forget you’re there and stop crying.

13. Do you have a swim team here? What about Pre-competitive swim practice?

The Frisco Athletic Center does not have a swim team or pre-competitive swim practice. We do offer a Stroke Clinic on Saturday mornings which focuses on race stroke improvement and can help participants prepare for swim team.

14. Do I need to put sunscreen on my child if we are taking lessons in the indoor pool area?

No. The large windows in the Indoor Pool Facility are UV protected, so you will not receive a sun burn if your child is taking a lesson near the windows.

15. My child has been at school all day and is hungry before their swim lesson. Is it okay if they have a snack before lessons?

We would prefer that you did not feed your child directly before swim classes, as swimming can make the stomach uneasy.

1. My dog is microchipped, so it is already registered. Why would I need to register with the city?

There are several different manufacturers of microchips. Each has its own registry. Although Animal Services staff can normally access these databases, it isn't a 100% guarantee. By registering with the city we have your information no matter which chip your pet has.

2. Since the program is voluntary, why should I pay to sign up?

Again, the most important reason is to speed up the reunion with your pet. The McKinney Animal Shelter will reduce your fees if your pet happens to be impounded.

3. What is the difference between the 1 or 3 year registration?

The time frame is tied to what kind of rabies shots your pet is getting. There is a 1 year shot and a 3 year shot. The registration is tied to that shot. You cannot register your pet for 3 years if you are only getting a 1 year rabies shot.

4. Will I get reminders?

Yes, we will send you a reminder that it is time to renew your registration. That also means it is time to renew the rabies shot.

Police Records - Alarm Permits

1. Who is required to have an alarm permit?

Any person or business operating an alarm system with the intent to summon an emergency service of the city, whether the system is monitored or not.

If your building has multiple suites leased out, typically the building manager will have a permit for the building’s fire alarm system and each tenant will be responsible for a permit if they choose to operate any additional alarm systems (e.g. burglar, panic, or robbery alarm systems). 

Locations operating a smoke detector not connected to an alarm panel do not need a permit.

2. What happens if I operate my alarm system without having a valid permit?

Operating an alarm without a valid permit is in violation of City Ordinance and you may be issued a citation which carries a fine of up to $500.00 per day.

3. When should I apply for an alarm permit?

An alarm permit needs to be obtained within 30 days of an alarm system installation and activation. If you move into a residence that has an existing alarm system, it is your responsibility to register for an alarm permit under your name and premise with your contact information if you will be operating the alarm system.

4. What methods of payment do you accept?

Cash, check, money order, Discover, MasterCard, American Express and Visa – debit only. Checks can be made payable to “City of Frisco.” Alternately, you may pay on-line at friscotexas.gov/pdalarms with a credit or debit card.

5. Are alarm permits transferable?

Residents who have a valid permit that is more than sixty (60) days from expiration may transfer remaining time to a new location permit within Frisco. An alarm permit form (PDF) will need to be completed. There is no fee to transfer. Permits cannot be transferred to different people or businesses.

6. How do I cancel my permit?

Cancellations are accepted by email, mail, and in person. Permit holders may elect to cancel an existing alarm permit online or use the alarm permit form (PDF). Please include the permit number, address, name, and reason. If you ever need to reinstate an inactive permit, re-register for the same address. You will receive a new account number.

7. How much does a false alarm cost?

Burglar Alarms Burglar alarms are counted by looking at the previous 12 months. Each permit will receive false alarms 1-3 free. Anything greater than 3 false alarms is considered excessive and will be charged as follows: 4th & 5th Alarm is $50.00 6th & 7th Alarm is $75.00 8 or more alarms are $100.00 each and the permit may be suspended.

Robbery Alarms Robbery alarms are counted by looking at the previous 12 months. Each permit will receive false alarms 1-2 free. Any false robbery alarm after 2 will be charged $75.00 each.

Panic Alarms Panic alarms are counted by looking at the previous 12 months. Each permit will receive false alarms 1-2 free. Any false panic alarm after 2 will be charged $75.00 each.

Fire Alarms Fire alarms are counted by looking at the previous 12 months. Each permit will receive false alarms 1-2 free. Any false alarms after 2 will be charged $75.00 each. As of January 1, 2017, there is a $250 penalty for operating an alarm system without a permit. This penalty is in addition to a citation that could be issued with a fine of up to $500 for each separate violation.

8. Can I appeal false alarm fees?

Appeals can be mailed or emailed. The request must include the account information and the reason for your request.

1. What are the elements of the selection/hiring process?

• ONLINE APPLICATION:  Online applications for Police Officer remain in the “pending” status until a written exam date is known.  When a written exam date is set, all applicants in “pending” status that meet the minimum requirements will be given an invitation to the exam.  The time from application date to exam invitation date could be as quick as a few days, or it could be as long as a few weeks.
• WRITTEN EXAMINATION: On the day of the written exam, each applicant will be given twenty-five minutes to review the written exam study guide before the test.  The written exam itself consists of 100 multiple choice questions and each applicant is given one hour and 45 minutes to complete it.  Every applicant that successfully passes the exam with a score of 70 or higher, will participate in the physical readiness test the same day.
• PHYSICAL READINESS TEST: The physical readiness test will be administered immediately after the completion of the written exam.  Each applicant will be required to row 2000 meters on a Concept 2 rower with the damper set on 5.  The Frisco Police Department follows the Texas Department of Public Safety standards for administering and scoring the rowing assessment.  Applicants must row a minimum of 50% to pass the rowing assessment and move on to the next phase.  For more information about your required rowing performance, consult the Texas Department of Public Safety website and enter your specific information.
• BACKGROUND INVESTIGATION: Applicants that successfully passed all previous portions of the hiring process and are selected to move forward to the background investigation process, will be notified by an investigator. Applicants not selected to move forward in the process will be notified within 30 days of the decision. Due to the fact the Frisco Police Department believes in conducting thorough background investigations, this part of the process is often the most time consuming.
• ORAL BOARD: After successful completion of the background investigation, applicants will be required to participate in an oral board. Three members of the Frisco Police Department will ask questions and present scenarios to the applicant. The questions and scenarios will be related to law enforcement in general and may include some information gathered during the background investigation.
• CHIEF’S INTERVIEW:  On the same day an applicant successfully completes the oral board, he or she will have an interview directly with the Chief of Police.   During that interview the Chief of Police will ask questions about the applicant and will give information to the applicant, possibly including his philosophies and goals for the department.   Immediately following this interview, applicants that have successfully completed all previous steps in the process, and are chosen to move forward in the process, will be given a conditional job offer.    
• POLYGRAPH: Those who are given a conditional job offer must successfully complete a polygraph examination which is administered off site by an independent polygrapher. The polygraph will not be on the same day as the oral board and Chief’s interview but will most likely be within seven days of the conditional job offer.
• PSYCHOLOGICAL EXAM: Every attempt is made to schedule an applicant’s psychological examination for the same day as the applicant’s polygraph examination. Normally one of the examinations will be in the morning and one in the afternoon. On the day of the polygraph and psychological examinations, applicants should prepare to spend the entire day completing these exams.
•  MEDICAL EVALUATION AND DRUG SCREEN:  A medical evaluation and drug screen will be required as one of the final steps in the hiring process.  The medical exam will be conducted by a local physician utilized by the City of Frisco and will include the drug screen.  Applicants 40 years of age and older will have a stress test as part of their medical evaluation.   Instructions related to fasting and preparation will be sent prior to the evaluation.

3. What is included in the Physical Readiness Test?

The PRT is offered in one format, the 2000 Meter row. The test is conducted indoors on a Concept 2 rower with the damper set on five (5). The minimum standard for each applicant is based on age, weight and gender. Using the percentage results for the test battery found on the Texas Department of Public Safety website chart, and the 2000 Meter row calculator, applicants must meet a minimum percentage score of 50% in order to be considered for employment. Applicants are reminded this is a competitive process and are encouraged to put forth their best effort.

We do not give extra credit for military service.

9. What type of retirement system does Frisco Police Department utilize?

Our agency uses the Texas Municipal Retirement System (TMRS) that allows for a 7% employee contribution, 14% city match, and employees are fully vested in 5 years.

10. Do you have tuition reimbursement?

The City of Frisco does provide tuition reimbursement to its employees and is outlined in the Tuition Assistance Program policy found on the city's Human Resources website.

11. Are there age restrictions?

Applicants must be at least 20 years of age to apply and must be 21 years of age upon graduating from the Police Academy.  There is no maximum age for our agency.

12. Does the agency have a K9 unit?

Currently we do have K9 unit with future plans to expand the unit.

13. Can I be hired if I have speeding tickets, criminal history, or instances of drug use in my past?

In order to be hired by our agency, you must meet the licensing requirements set forth by TCOLE. You cannot have been convicted of a class B misdemeanor or higher in the past 10 years, been convicted of family violence, or ever been convicted of a class A misdemeanor or felony. Traffic tickets and drug usage are evaluated on a case-by-case basis. 

14. When does the next academy start?

The Frisco Police Department has partnered with surrounding agencies to hold several academy dates throughout the year. 

15. Is there a study guide for the written test?

No study guide is provided.

16. What is covered in the written test?

The exam is a basic police officer exam that will cover an applicant’s ability to apply police information, observe and remember details, use judgment and logic, follow directions, and vocabulary/reading comprehension.

17. What is scheduled on the day of the test?

On the day of the written test, you will be required to complete the 100-question examination and pass the Physical Readiness Test. 

18. What if I do not have any college hours?

You do not need to have any college credit in order to apply for a police officer position with the Frisco Police Department if you have a high school diploma. If you received your GED then you will be required to have at least 12 college hours.

19. Can I receive GI Bill benefits while in the police academy?

Yes, it is possible to receive GI Bill benefits while in the police academy, as well as during the Field Training Program.

20. Do patrol officers work 8, 10, or 12-hour shifts?

The Frisco Police Department utilizes 12-hour shifts for its patrol officers. Officers work 80 hours in each two week pay period, which includes working Monday, Tuesday, Friday, Saturday, and Sunday during one week of the pay period, and Wednesday and Thursday in the other week. One of the patrol days is classified as an 8-hour day, as opposed to 12 hours, which allows for exactly 80 hours for the pay period.

21. Does the department have a tattoo policy?

Yes, the department has a policy related to tattoos.  Employees may have tattoos, but may not have body art or tattoos on the head, face, neck, ears or hands. Cosmetic tattooing and wedding band tattoos are allowed within reason. Tattoos that are deemed offensive, inappropriate and/or presents an unprofessional appearance in nature, must be covered by a standard police uniform. 1. My street light is out or flickers on and off. How do I get it repaired?

Report the problem using the myFRISCO app or call 972-292-5800 during regular business hours. Supply the address and electric provider (if known) for your neighborhood, and we will notify the correct company for repairs. The majority of street lights in Frisco are owned and maintained by either CoServ Electric or TXU Electric Delivery.

2. My sidewalk needs repair. What qualifies and how do I get it repaired?

Minimum repair criteria are as follows: 

• A 1-inch or greater trip hazard
• A section is divided into 3 or more pieces
• Sidewalk adjacent to back of curb has separated from top of curb by 1 inch or more
• Sunken sidewalk panels that are holding water for at least 48 hours without additional water added

It should be noted that only structural deficiencies are addressed. Surface spalling (chipping) and other cosmetic concerns do not meet the current criteria for repair or replacement. The lead walk from the back of the curb to the resident's front door is the responsibility of the property owner. Request an evaluation of your sidewalk through the myFRISCO app.

3. Where is my customer shut-off for the water to my house?

It is usually located near your house in the front flower beds, but you may need to call a professional plumber out to your home to determine the exact location of the shut-off.

4. What do I do if I think the reading for my water meter is incorrect?

Use the myFRISCO app or call Public Works at 972-292-5800, during regular business hours, to have someone come out to test the meter.

5. What should I do if my sewer is backing up?

If it is during normal business hours, immediately contact the Sewer Department at 972-292-5800. If it is after normal business hours, or no one answers at the main number, call the non-emergency police number at 972-292-6010. A sewer crew will be dispatched to the address.

6. Can sewer gas enter my home from city sewer lines?

Sewer gas can enter a building when the water located in a trap in the building evaporates. All fixtures that are connected to the sewer system must have traps on them. The water normally retained in the trap forms a barrier, keeping the gases from migrating from the sewer lines into the building.

7. Where does Frisco get its water?

The City of Frisco purchases its water from the North Texas Municipal Water District (NTMWD). NTMWD’s main source of water comes from Lake Lavon.

8. Who do I call if I am experiencing low or high pressure water issues in my home?

Use the myFRISCO app or call 972-292-5800, during regular business hours, and a water crew will be dispatched to your home.

Rodents

1. Why am I seeing an increase in the number of rats in my neighborhood?

There has been a consistent increase in the number of rats seen at this time of year. There are a couple of reasons:
Weather - The weather is changing and rats are seeking warmer habitats.

Construction - The increase in construction displaces rats and mice from their natural habitat.

2. What is the city doing to get rid of the rats?

The city is limited in what we can do. There are several reasons for this:
Expertise - The State of Texas requires anyone (other than private homeowners on their own property) to have an exterminators license. The city does not have staff with that license.

Private Property - The city cannot enter private property to exterminate. We would have to have permission from each property owner. Placing baits or traps on right of way would only cause the rodents to move to private property.

Risks - Setting traps or placing poisons could pose a risk for pets or children.

3. Does that mean the city isn't going to do anything?

No. It is the city's job to provide information to residents on ways to address the problem. City staff does this with press releases, web entries, and communications with homeowner associations. We are working on means to address the rodents that come from the agricultural fields. We are open to other suggestions and are working on ideas to help with the problem.

4. What does the city do on its own property?

The Parks and Recreation Department contracts with an exterminator for rodent control in parks. The city does not have anyone certified by the state to handle those types of issues.

5. How do residents address the problem?

The best method is to work with your neighbors and Homeowners Association in a concerted effort.

Smoke Testing

1. How will residents be notified when smoke testing will be performed?

Individual door hanger notices will be placed on the homes / businesses to be affected at least 2 days in advance. Frisco Police and Fire departments are also notified in advance and on the day of the testing.

2. How is a smoke test conducted?

A smoke blower is placed over manholes and smoke is blown through the sewer system.

3. Is the smoke used for testing the sewer system harmful?

No. It may make you cough, but it is not harmful to you, your pets, or your plants, and it will not harm clothing, drapes, or furniture. If there are individuals in your home who have respiratory problems and are immobile, please notify the Public Works Department at 972-292-5800 prior to testing.

4. Do residents have to be home when the smoke testing is performed?

Homeowners do not need to be at home, and field crews will not need to enter the dwelling. Field crews will record the testing, taking photos and measuring distances so the defects can be located.

Stormwater

1. What is stormwater?

Stormwater is surface water that flows across the land into creeks, rivers, and lakes. The stormwater in Frisco flows to water supply lakes in which is used for 5.8 million people. The purpose of the stormwater program is to reduce the pollutants to the maximum extent practicable.

2. How do I report stormwater pollution?

For emergencies such as an immediate threat to the public please call 911. For all other please call the stormwater hot line at 972-292-5800.

3. How can grass and leaves be a pollutant since they are found in nature?

The problem is improper the disposal of yard waste which gets washed into the creeks. This can increase nutrient levels that encourage algae growth and also decrease oxygen levels. Both decrease the water quality.

4. What is a stormwater utility fee?

It is the monthly fee to pay for the cost for complaince with the Texas Commission on Environmental Quality (TCEQ) Municipal Separate Storm Sewer System (MS4) permit. This requires communities to reduce stormwater pollution to the maximum extent practicable. The stormwater utility fee covers the costs of staff, equipment, regulatory fees, and public education efforts as part of the City of Frisco’s Stormwater Management Program.

5. Why is Frisco charging a stormwater fee?

The purpose of the fee is to pay for the unfunded mandate as a result of the TCEQ issuing a permit to discharge stormwater. This requires communities to implement best management practices to reduce stormwater pollution to the maximum extent practicable. TCEQ issued the permit in response to a federal requirement that affects municipalities nationwide.

6. How much are the fees?

The fee schedule is based on the amount of impervious area on a property.

7. What does the stormwater fee pay for?

The Stormwater Utility Fee is used to pay for the programs developed to comply with the 6 minimum control measures required by the TCEQ permit. These are:

• Construction Site Stormwater Runoff Control
• Illicit Discharge Detection and Elimination
• Pollution Prevention and Good House-Keeping
• Post Construction Stormwater Management
• Public Education
• Public Involvement and Participation

8. What does impervious mean?

Impervious is defined as a surface that does not absorb water. Several examples of impervious areas include asphalt or concrete pavement, parking lots, driveways, sidewalks, and buildings.

9. How does the city know the impervious area of a property?

For non-residential property, city staff determined impervious areas from Geographical Information System (GIS) data. Single-family property was determined by averaging the impervious area on approximately 20,000 properties. From this, 3 tiers of lot size were developed with the appropriate rate.

10. What do I do if I think the impervious area calculated by the city is incorrect?

A customer may provide additional information for their property, including a survey or site plan showing the buildings and parking lot. Print out an appeal form to submit with your documentation. City staff will review the information against the aerials used to calculate the impervious areas.

11. My fee seems too high. What can I do?

If you feel your bill is incorrect, you can fill out an appeal form. City staff will review and provide you with a credit for any (applicable) overcharges that your account has incurred.

12. Who administers the Stormwater Program and the stormwater fee?

The fee is billed and collected through the City of Frisco Utility Billing Division. The stormwater program is administered by the Public Works Department. Yes, it affects the areas along streets open to the public. Please note the new streets under construction do not become right of way until accepted by the City.

No. New stormwater requirements take effect July 28, 2016.

7. The State requires inlet protection. Right?

No. In the past, the SWP3 designer may have included inlet protection on the SWP3. The new ordinance will require SWP3 designers to use other BMPs.

8. How can pollutants be reduced without inlet protection?

Contain pollutants on the job site behind the curb. Clean any pollutants entering the street by the end of the day.

9. Can inlet protection cause buildings to be flooded?

Yes and it has.

10. Are there types of inlet protection that can be used?

Yes. There are inlet protection devices available that can be installed inside of the inlet box. Inlet protection must not obstruct the flow of water into the inlet. Z-frame inlet protection restricts the flow.

11. Where should the placard be on the job site?

In the location most likely seen by those who work on the site.

12. Can I print my own placard?

Yes, print the placard which is at the stormwater page.

13. Can materials be stored on the street?

No.

14. Can materials be stored in the right of way behind the curb?

Yes, but controls must be used to prevent material from being washed or blown into the street.

15. Who is responsible if a subcontractor makes a mess?

Theme Park

1. What was the radius used for the TIA?

The TIA analyzed all of the intersections around the perimiter of the Universal property.  Plus, special attention was placed on the northbound exit ramp from the Tollway to Fields Parkway.  Due to the nature of this site, the majority of traffic will arrive (and leave) via the Tollway, with most of this interaction only affecting the intersections of Dallas Parkway & Fields Parkway and Fields Parkway & Frisco Street. -- Engineering Services 

2. Did it (TIA) look at combined traffic with a PGA event and soccer game? Will we be able to move people on the busiest possible day?

No, the TIA did not analyze these scenarios because those traffic volumes would not occur in the same place at the same time.  However, Staff has considered this:  We are able to handle events at multiple venues on the same day because they (special events) do not use the same ramps on and off the Dallas North Tollway (DNT) combined with the fact peak traffic flows often occur at different times.  For example, Universal traffic will use the ramps that lead to Fields Parkway.  Most traffic for a PGA tournament will use the ramps that lead to Main Street to access Toyota Stadium (where all of the public will park).  Buses will then use a loop of Main Street, Teel Parkway, PGA Parkway, and southbound Dallas Parkway to shuttle fans to-and-from the event. 

A soccer event could not occur on the same day as a PGA tournament because they use the same parking lots.  And traffic for a Ford Center event will use the ramps to Warren Parkway and John Hickman Parkway.  The separation in time occurs because PGA traffic and Universal traffic would be spread throughout the day, while events at the Ford Center and at Toyota Stadium itself are usually concentrated at night (with a single start and end time for all spectators). 

Specifically, the peak traffic arriving for PGA would be in the early morning, the peak traffic arriving for Universal would be in the late morning, and the higher concentrated peak of traffic arriving at the other venues would be in the early evening.   Similarly, outbound PGA and Universal traffic would be gone before the other venues let out. -- Engineering Services 

3. Would you define unfamiliar terminology noted in the TIA?

The TIA uses industry standard terminology commonly used by traffic engineers. Below are general definitions:

• Highway Capacity Manual – This document defines how to calculate the capacity and operations of a roadway and its intersections. It is the nationwide standard used by traffic engineers to analyze existing and proposed traffic operations and assign a grade (A through F) based on the amount of delay motorists experience. 
• Synchro Software – This is a widely used software enabling traffic engineers to build roadway and intersection models to be tested.  Engineers test models for traffic impacts due to growth and new construction, developments.  Engineers can also test various improvements including, but not limited to, new turn lanes or modified signal timing. 
• VISSIM – This is traffic simulation software used to analyze the flow of traffic. Engineers use it to envision what type of congestion might arise and why.   VISSIM can create traffic animation, which depicts proposed traffic interactions involving roadways, intersections, onramps and offramps, as well as peak and non-peak traffic hours.

4. Does the TIA take into account traffic from new development that hasn’t been built yet?

Yes, the TIA estimates the amount of traffic on the roadways for the year 2040 and assumes all of the vacant land in north Frisco has been developed.  This is based on projects currently under construction, existing zoning for vacant land, and the city’s Future Land Use Plan where zoning has not yet been approved.  For example, the Fields Development zoned 2,500 acres of land in north Frisco.  As a result, the TIA has detailed information regarding what is planned to be built on the vacant land surrounding the proposed theme park.  -- Engineering Services 

5. Will all of the necessary roads be constructed before the theme park opens?

Yes, this map shows all of the roads in north Frisco that are under construction or about to start construction this year.  All of these roadway projects will be complete before the theme park opens. -- Engineering Services

6. What Universal traffic will use the driveways shown on Panther Creek Parkway?

The uses of the Panther Creek Parkway proposed driveways are shown on this image.  

• First driveway - hotel guests, only
• Second driveway - hotel employees 
• Third driveway - some theme park employees (larger driveway for park employees will be located on Frisco Street) 

All visitors to the Universal theme park will use the driveway on Fields Parkway on the north side of the park. -- Engineering Services

7. Will theme park traffic be allowed to park in the Cobb Hill neighborhood?

No, the City of Frisco will prohibit theme park traffic from parking in the neighborhood.  The City of Frisco will work with the neighborhood on a plan for enforcement and signage (if necessary). -- Engineering Services 

8. Will traffic cut through the Cobb Farm neighborhood to enter the Universal theme park?

The Cobb Farm neighborhood is experiencing cut-through traffic because the planned network of arterial roadways is not complete.  Please refer to the chart on this map for estimated completion dates (right column).  Once Panther Creek Parkway is extended east to Preston Road -- and Frisco Street has been extended north to connect to Dallas Parkway -- the arterial network will be in place.  As a result, motorists will be able to use Frisco Street to reach Panther Creek Parkway.  Furthermore, there will no longer be a benefit for drivers to cut-through the neighborhood because it will take them longer to cut-through the neighborhood.  When the hotel opens, that traffic will approach it on the arterial roadways and will not see a benefit to cut through the neighborhood, either.  -- Engineering Services

9. How is '30 acres of theme park' actually defined?

The proposed theme park area accounts for 30.0± acres of the 97.4± acres within the Specific Use Permit request. The remaining 67.4± acres will be developed with a hotel, back of house facilities (an Administration & Employee Support Building, a Storage & Technical Services Building), and parking to serve both the theme park & hotel guests/employees.  -- Development Services 

10. Will the Universal development be allowed to expand beyond 30 acres of theme park area or beyond the total area of 97 acres?

The Specific Use Permit (SUP) request under consideration only allows a theme park and hotel on these 97 acres.  It also only allows a theme park that generates the amount of traffic analyzed in the TIA.  In the future, if Universal seeks to expand the theme park internally or externally in a way that generates more traffic, Universal would need to apply for revised zoning case and conduct a new traffic study. -- Engineering Services

11. Will there be a water park?

Phase 1 of the proposed Universal theme park does not include a water park.  Preliminary plans show Phase 1 would develop roughly 87 acres of the site, leaving 10 acres vacant for future expansion. It is unknown whether this expansion would include a water park or not. -- Engineering Services 

12. Does the City of Frisco anticipate needing more police officers?

Every year, the Frisco Police Department considers all new developments and events and evaluates how many officers are needed to provide quality service resulting in Frisco’s ranking as one of the safest cities in America. This annual assessment is something we have been doing for many years with the addition of large venues such as Toyota Stadium, The Star and PGA of America. In 2021, two new patrol districts were established to align with the city’s growth.   As visitors to Frisco increase, we consider geographical adjustments to our coverage areas and number of officers assigned.  -- Frisco Police Department 

13. What if the proposed theme park 'doesn't work' and Universal changes its concept or leaves?

Utility Billing

1. Is there a deposit required to set up residential and/or commercial service?

Yes, per the city’s ordinance, all residential accounts are charged a $150 deposit in addition to the $25 administrative service fee for each account.

2. When will my deposit be refunded?

Your deposit will be refunded after 24 consecutive bills with no late payments or returned payments.

3. Do I need to be there when service is connected or restored after a cutoff?

For a first attempt to connect your service, you are required to be present. If a second attempt is warranted, there will be a $25 fee assessed. Further instructions may be left on your door.

4. My water bill has been significantly higher these last couple of months. Could this indicate I have a leak somewhere?

Possibly. One of the most common leaks in a home is in a toilet. Even if you cannot hear the toilet running, it can still be leaking water. One way to test this is to place food coloring in the tank and/or contact the city for leak tablets at 972-292-5800. If colored water has leaked down into the bowl, you could have an issue with the flapper.

Another possibility could be a malfunctioning irrigation system. Please contact Public Works at 972-292-5800 for a free irrigation audit.

5. Do you have a night drop box?

Yes, our night drop box is located in the U-shaped drive thru on the library side of the building behind City Hall, located at 6101 Frisco Square Boulevard. No cash payments please.

6. Do you offer a partial leak credit?

Yes, with valid proof of repair. The city offers a discounted rate on water. For more information or to submit a request, please click here.

7. How do you calculate my sewer charge?

Unlike your water service, the city does not meter your sewer service. Since sewer is not metered, the city uses the average water consumption at your home during the winter months. Your rate is calculated each April and will apply for one calendar year.

8. My sewer charge is higher than my water charge. Why?

Since your rates are based on the sewer rate from the winter months, it is possible that the sewer charge could be more than the water charge, assuming your water usage is less than your sewer usage.

9. What if I fill my pool or had a leak during the winter months?

This could affect your sewer rate. Please report any pool fillings or repaired water leaks to Utility Billing at 972-292-5575.

West Nile Virus

1. What is the City of Frisco doing about mosquito viruses?

The City of Frisco treats city-owned areas of stagnant water with a larvicide. This is an integral part of the approach recommended by the CDC in minimizing the number of mosquitoes in our area. The city also performs a mosquito surveillance program. In this program, mosquitoes are trapped and shipped for testing by a contracted entomologist. Traps are tested once per week and results are received within 48 hours. A trap testing positive will result in increased monitoring efforts that could include treating with larvicide and adulticide to reduce the mosquito population. Source reduction / elimination (removing standing water and mosquito breeding habitats) are considered to be the most effective tool in preventing the possible transmission of mosquito-borne illnesses. In addition, there is continuous monitoring of areas owned and maintained by the City of Frisco.

On April 16, 2013, City Council approved a revised Mosquito Surveillance and Response Plan. The plan includes a comprehensive surveillance program that is science-based and will be able to identify the disease-transmitting mosquitoes and their gender versus nuisance mosquitoes. Efforts are made to disseminate new information as quickly as possible to our citizens.

2. How can I protect myself to reduce the risk of mosquito bites?

Preventing mosquito bites is the best way to avoid getting West Nile Virus. The Texas Department of State Health Services tells people to "Wear, Apply and Remove":

• WEAR: Wear long sleeves, pants outside at dawn and dusk when mosquitoes are most active.
• APPLY: Use insect repellants every time you go outside. Approved repellents contain DEET, picaridin or oil of lemon eucalyptus.
• REMOVE:  Drain standing water that collects in bird baths, French drains, clogged gutters, saucers under potted plants and ‘splash blocks’ (at end of gutter down spout). The mosquitoes that carry WNV can breed in stagnant water.

3. Will the City of Frisco treat areas on private property?

No. The City of Frisco may only treat areas that are publicly-owned and maintained. Private landowners are responsible for all maintenance on their own property. Areas such as subdivision pools are on private property, typically owned by a development company or a homeowner's association and may not be treated by the City of Frisco. 4. I see standing water in a drainage easement next to my property. What should I do?

If the water is a breeding ground for mosquitoes, please contact the owner of the property, which is frequently a homeowners' association. The owner is responsible for maintaining drainage easements, detention or retention areas. The water is not a breeding ground when one or more of the following is evident:

1. The water is flowing.
2. Fish are present.
3. The water dries up within 72 hours of a rainfall.

5. Does the City of Frisco spray for mosquitoes?

6. When the City does spray, what area(s) will be sprayed and at what times?

Spraying will be implemented based on the Integrated Pest Management criteria:

One positive mosquito or human case will initiate control measures appropriate to the applicable conditions in an attempt to stop or slow transmission.

Frisco will spray between 1/2 mile to 1 mile radius of the affected area, depending on population density. Frisco will spray areas two days consecutively. The application truck will drive streets of areas noted from 9 p.m. to 5 a.m.

12. What precautions should I take when the city does spray?

13. Can the applicator turn off the sprayer at my house if I request so?

No. We ask that citizens concerned about the spraying take individual precautions to stay indoors and to close doors and windows. Research has shown the droplet size emitted by the sprayer does not penetrate readily into a structure. If you have questions, please contact Health & Food Safety.

14. I live behind / just outside the radius circle noted. Will my house receive overspray?

15. I jog at night. What do I do if I see the fogging truck?

The truck operator will turn off the sprayer if people are outdoors, and the sprayer will remain off until a safe distance is met. The chemical manufacturers require avoidance of direct exposure with the spray. If you have questions, please contact Health & Food Safety.

16. Will the chemicals affect my car, patio furniture, or pool water?

The spray produces a very fine mist of less than 20 microns. There is no evidence suggesting adverse effects of stationery objects. Pool water, if properly filtrated, will be unaffected. If you have questions, please contact Health & Food Safety.

17. What do I need to know about Zika and other viruses?

Collin County Health Care Services confirmed in May 2016 a positive, travel-related case of the Zika virus in a Frisco resident. The Texas Department of State Health Services website encourages people to use caution when traveling in regions and countries where Zika virus transmission is ongoing. DSHS recommends the following steps to avoid mosquito bites.

• Wear Environmental Protection Agency (EPA)-registered insect repellents.
• Cover up with long-sleeved shirts and long pants.
• Keep mosquitoes out with air conditioning or intact window screens.
• Limit outdoor activities during peak mosquito times.
